How to apply for production access on Google Play and how long it takes: from eligibility to launch

The steps for applying for production access after 14 days of closed testing. We cover when you can apply, how long it takes from submitting the questionnaire to getting a result, what not to do while you wait, and how to release to production once you're approved.

1. When you can apply

For personal accounts created after November 13, 2023, you can apply for production access from your app’s dashboard once your closed test has at least 12 testers who have been opted in for 14 days in a row. The dashboard shows your progress, along the lines of “12 testers currently opted in for N days.”

It doesn’t unlock on the morning of day 14: a full 14 days (24 hours × 14) have to pass from the moment you reached 12 testers. The counting rules are explained in when do the 14 days start? If this step doesn’t appear on your dashboard at all, your account may not be subject to the requirement (when you don’t need closed testing).

2. How to apply

  1. On your app’s dashboard, click Apply for production.
  2. Answer the questionnaire. It has three parts: About your closed test (how recruiting testers went, whether testers tried all the features, the feedback you got), About your app (target audience, the value your app provides, expected installs in the first year), and Your production readiness (what you changed based on testing, and why you think it’s ready).
  3. When you submit, you'll see a message that your application was received, and the review begins.

A person reads and evaluates your answers. How to answer each question with numbers, versions, and the changes you actually made is covered in production access questionnaire examples. Don’t write anything that isn’t true.

3. How long until you get a result

The Play Console Help Center article says reviews of these requests usually finish within 7 days, but can take longer. You’re notified of the result by email and on your dashboard.

Here’s the whole flow, from opening your closed test for the first time to going live on the Play Store.

StageTime it takes
Review of the closed testing release and tester listA few hours to a few days
12 testers opted in and kept in for 14 days in a row14 days (24 hours × 14)
Review of your production access requestUsually within 7 days
Review of your production releaseA few hours to a few days

Only the 14 days are fixed; the review times vary from app to app. If you’ve lined up your testers in advance, plan on about 3–4 weeks. If the first review is dragging on, see when closed testing is stuck in review for what to check.

4. While you wait

  • Leave your testers and track as they are. If you’re asked for more testing, you have to continue on the same track.
  • You can keep shipping updates. Updates to the same closed track don’t interrupt the opt-in period (updating your app during closed testing).
  • Prepare your production release and store listing. That way you can create the release as soon as you’re approved.

5. When the result comes in

If you’re approved, the production track opens up. Create a release on the production track and send it for review; once that review is done, your app goes live on the Play Store. From this point you can also use the open testing track.

If you’re rejected, look at the reason, keep testing, and apply again. For what the most common message, “testers were not engaged with your app,” means and how to respond, see the testers-not-engaged rejection; for fixes by reason, see 7 reasons requests get rejected.

Even after approval, the requirement applies per app. When you publish a new app from the same account, you have to run another closed test with 12 testers for 14 days for that app.

Frequently asked questions

I don't see the button to apply for production access.
It's one of two things. Either you don't yet have 12 testers opted in for 14 days in a row, or your account isn't subject to the requirement. Personal accounts created before November 13, 2023 and organization accounts can release straight to production without this step.
Where do I find out the result?
When the review is done, the result is sent to your account email and also shown on your Play Console dashboard. Google's documentation says review usually finishes within 7 days but can take longer.
Can I remove testers after I apply?
Leave them in place until you get a decision. If you're asked for more testing, you have to continue on the same track, and if testers are gone by then, you'll need to rebuild both the headcount and the time.
If I have several apps, do I only need to apply once per account?
No. The requirement applies to each app. If your account is subject to it, every new app needs its own 12 testers for 14 days, and you apply from that app's dashboard.
Does approval mean my app goes live on the Play Store right away?
No. Approval unlocks the production track. You then create a release on the production track and send it for review, and your app goes live on the Play Store once that review is done.

Meet the requirement without recruiting testers

DUIRE joins your closed test with real Android devices and opens your app every day for 14 days. Registering your app and checking installability are free.
